前言
　　 湛江市是中国最早对外开放的十四个沿海城市之一。改革开放以来，湛江市着力改善投资环境，积极吸引国内外资金建设湛江、发展湛江，形成了全面对外开放的格局。湛江市先后被国家评为"投资硬环境40优城市"之一和全国城市综合实力"50强"之一。
湛江市有优越的地缘区位优势和港口优势，热带亚热带资源、海洋资源十分丰富，发展"三高"农业、海水养殖业、海产品加工业、生物工程、环保工业，与大西南、东南亚联系紧密的大型货物中转储库等物流业和其他临海型工业大有可为。湛江有国务院批准的经济技术开发区，可以此为依托，引进外资发展高新技术产业和出口型企业。旅游资源丰富，发展旅游业潜力很大。劳动力资源丰富，劳动力稳定。交通、通讯体系完善，供水、供电情况良好。

Preface
　　 Zhanjiang, one of the first 14 open coastal cities in China has been dedicated to improving its investment environment since its opening up to the outside world. It was listed respectively as one of the 40 best cities with excellent investment environment and one of the 50 best cities with comprehensive strength in the country.
　　 With the excellent geographical location, Zhanjiang boasts abundant tropical and sub-tropical resources and marine resources and has superior conditions for building harbors. Therefore, Zhanjiang has a bright future in developing three high (high productivity, high quality and high return) agriculture, marine aquaculture, sea products processing and other marine industries, bioengineering, enviroment protection industries, large-sized entrepots with close ties with the South-west part of China as well as South-east Asian countries, and tourism as well.
　　 Zhanjiang has Economic & Technological Development Zones approved by the State Council in where foreign funds are attracted and injected in to establish high-new technology and export-oriented enterprises.
　　 Zhanjiang provides good opportunities for foreign investors to hold share, purchase and lease state-owned enterprises with sound industrial foundation. Foreign funds will help the enterprises revamp and upgrade.
Zhanjiang's friendly investment environment has been great attraction to foreign investors. By the end of 2001, the actual absorption of foreign funds has been up to USD 1.45 billion. In recent years, many overseas consortia and transnational corporations are attracted to study and invest in Zhanjiang, Zhanjiang is defacto becoming a hot spot for investment for foreign businessmen.
